Are the orthodox not entitled to a canton?

Indeed, they are. Like any other agglomeration of municipalities. Our constitution foresees that if an agglomeration of municipalities/villages want to form their own canton (Orthodox, Catholic, Armenian municipalities) they will be able to do it.
