- The Federation and the cantons shall be autonomous and independent of one another in the management of their respective budgets.
- The budgets of the Federation and the cantons shall, in principle, be balanced.
- The Federal Government and the cantonal Governments shall provide for:
- the continuing supervision of budgetary management of the Federation and the cantons by a joint body;
- the conditions and procedures for ascertaining the threat of budgetary shortfalls;
- the principles for the establishment and administration of programs for taking care of budgetary shortfalls.
