Multi-order scaling up. For each specific utility, municipalities will pool together (irrelevant to which canton a municipality might belong) to reach the scale needed or the scale/critical mass required by the economic and technology hurdles to make the public good project workable.
A sewage plant might require 20 municipalities pooling together; a renewable energy project might require 100 municipalities pooling together. Etc…
