- Grants and/or soft loans to be made by the Federation to financially weak cantons from the Federation’s own funds to assist them in meeting their general financial needs.
- Grants may be made to such financially weak cantons whose municipalities or associations of municipalities have a particularly low capacity to generate tax revenue.
