Municipal Level
The municipality is the foundation of the federation: the level closest to citizens, where daily life is decided. All residents vote there, whatever their canton, on the practical matters of local life – water, waste, roads, services – and can put any decision of their council to a popular vote (Art. 23-bis, 118).
