Palestinians
Palestinian refugees have lived in Lebanon since 1948; their future is a question the federation must address with care. The draft constitution leaves refugee matters to the cantons, grants asylum to individuals and protects the balance between communities (Art. 14, 15, 96). How this applies to Palestinian refugees remains an open question, subject to discussion.
