What is Federalism?
Federalism means union, not partition: communities govern their own affairs, and share one state for what they hold in common. Partition separates people; federation only separates powers. Its aim is to unite: each community secure in its own canton, people with different values can live side by side in peace and good faith, and grow closer over time.
