Sovereignty
Sovereignty belongs to the cantons: the federation holds only the powers the cantons agree to share with it.
The Boustany Constitution makes cantonal sovereignty the ultimate source of authority (Art. 18).
Once each community feels secure under its own rules in its own canton, communities can open up to one another, learn from each other’s ways and grow closer.
