The right of asylum in the federation, and the place in Lebanon of refugee populations, from Palestinians to Syrians.
The Boustany Constitution grants asylum to individuals persecuted for political reasons, leaves refugee matters to the cantons and protects the balance between communities (Art. 14, 15, 96).
How these principles apply remains open to discussion.
