Federal Level
The federal level handles only what all cantons share: foreign affairs, defence, currency, customs and a few common services. Its institutions are formed by the cantons themselves – the cantonal parliaments together make the federal parliament, the cantonal Prime Ministers the federal government – and cantonal law prevails in any conflict (Art. 24, 53).
