Direct Democracy
Citizens keep the last word: at municipal, cantonal and federal level, they can put decisions to a popular vote.
Referendums can be called by the authorities or by a popular initiative gathering signatures (Art. 23-bis).
One elects representatives once, but can vote on their decisions at any time – as Switzerland has long shown.
