Syrians
Many Syrians have found refuge in Lebanon since the war in Syria began in 2011; their situation is a question the federation must address with care. The draft constitution leaves refugee matters to the cantons, grants asylum to individuals and protects the balance between communities (Art. 14, 15, 96). How this applies to Syrians in Lebanon remains an open question, subject to discussion.
