Municipality
The municipality is the basic unit of the federation: power starts here, and rises to the canton only for what it cannot do alone. Every resident votes and pays local taxes where they live. Municipalities can join forces with their neighbours, whatever their canton, to build what none could build alone – power plants, water treatment, roads.
