Neutrality
Neutrality follows from federalism: foreign policy requires every canton’s agreement, so when they disagree, the federation takes no side.
It is a de facto neutrality, not an ideology: unanimity keeps each community from being drawn into another’s alliances.
The Boustany Constitution commits the federation to Lebanon’s neutrality (Art. 117).
