Subsidiarity
Subsidiarity means power rises from below: each level decides what it can handle itself, and passes upward only what it cannot.
The municipality comes first, then the canton, and only then the federation.
Rooted in Roman and Catholic social thought and written into the Swiss and German constitutions, it is the principle on which the whole federal model rests (Art. 20).
