What do you mean by “multi-order scaling up”?

This is a concept developed by Nassim Taleb based on the fact that local powers (municipalities) will gather their forces with different surrounding municipalities to develop various economic projects.

For example, a municipality might decide to strike a deal with 7 surrounding municipalities to establish a school, or with 12 other municipalities to develop a sewage treatment plant or with 100 other municipalities to build a renewable energy power plant.
