Federalism is not sectarian.
Any multi-cultural country is by default a country whose political system ought to be federated in order to allow all the groups forming the country to practice their particularities in peace and avoid the tyranny and oppression of a single group.
Switzerland, Germany and Belgium are Federal based on identity distinctions (religious primarily) and yet they are secular laic and civil systems.
