Cantons
The cantons are the heart of the federation: self-governing units with their own parliament, government, courts, taxes and schools. Each is formed by the municipalities where one community makes up a clear majority, whether or not their territory is continuous (Art. 22). The draft constitution sets out four – Christian, Sunni, Shiite and Druze – but the number is not fixed in advance: it could follow from each municipality’s vote.
