Executive Power (Federal Government)
The federal government is formed by the Prime Ministers of the cantons, each holding the presidency of the federation in turn for one year. Every decision requires unanimity, so each community holds a veto – a veto to protect, never a blockade: federal institutions keep working even if a member stays away (Art. 32, 38–41).
