The Federation and the cantons shall separately finance the expenditures resulting from the discharge of their respective responsibilities insofar as this Basic Law does not otherwise provide.
Where the cantons act on federal commission, the Federation shall finance the resulting expenditures.
The Federation and the cantons shall finance the administrative expenditures incurred by their respective authorities and shall be responsible to one another for ensuring proper administration.
In accordance with the internal allocation of competencies and responsibilities, the Federation shall bear the costs entailed by a violation of obligations incumbent on Lebanon under supranational or international law, to the extent the violation is a Federal violation. Any violation which can be imputed to a canton shall be funded by such canton.
Each canton must balance its budget and avoid running deficits.
