Article 129 : Matters under exclusive legislative power of the Canton

  1. The Canton shall have exclusive legislative power with respect to:
    1. Civilian protection;
    2. Residency within the Canton;
    3. Education, schooling, cultural heritage;
    4. Language;
    5. non-federal public transport, local railways, mountain railways;
    6. waste disposal, air pollution control, and noise abatement;
    7. Industry, commerce, services,
    8. statutory rights and duties of civil servants of the Canton,
    9. municipalities and other corporations established under public law as well as the judges in the Canton;
    10. hunting;
    11. protection of nature and landscape management;
    12. Cantonal and regional planning;
    13. management of cantonal water resources;
    14. admission to institutions of higher education and requirements for graduation in such institutions;
    15. industrial property rights, copyrights, and publishing and all other IP rights;
    16. Land ownership, Real estate, real estate transactions, limitations, and building permits;
    17. Graves, religious sites, and other memorial monuments
    18. All aspects of life not reserved herein specifically and exclusively for the Federation
