- Beirut, within the limits of its Central District (i.e. BCD also called Solidere limits), is the capital of the Federal Republic of Lebanon. This municipality will not belong to any Canton. The Cantonal powers required over it are handled by the Federal President and the Federal Government.
- The federation shall have a flag. Each Canton shall have a flag.
