- Each Canton has its own Parliament.
- Members of each Cantonal Parliament shall be elected in general, direct, free, equal, and secret elections. They shall be representatives of the whole cantonal population.
- Any Cantonal Citizen who has attained the age of eighteen (18)shall be entitled to vote; any person who has attained the age of twenty-one (21) may be elected.
- The Mandate is for four (4) years.
