- Individual persons (one person or his direct family members) persecuted on political grounds shall have the right of asylum, provided that Cantonal Authorities authorize it.
- This right of asylum applies only to individuals. It does not apply to populations, groups, or human communities. This right does not apply for migrants and other individuals or groups that relocate for socio-economic purposes, even if such relocation is under a claim of security risk.
