In the case of Lebanon, “National sovereignty” is a “euphemism” used to rally one or more communities against a third one. 

The proposed constitution is based on the 4 national narratives and as such recognizes each community diverging understanding of our

identity, history, future, ally, enemy, friend, foe,…. As such it does not view a diverging narrative as attack on sovereignty. In the proposed constitution, sovereignty is cantonal.

The combined sovereignty of each canton is the creator of national sovereignty. Federalism primes other debates.
