The full text of the Basic Law and Constitutional Pact for the Federal Republic of Lebanon, drafted by Iyad Boustany (October 2021). It starts from the premise that Lebanon brings together four national narratives – Sunni, Shia, Druze and Christian – each of which runs its own affairs in its own canton, while all four join one federal state.
The document sets out, in eleven parts, the preamble (taken from the Swiss constitution), a summary of the governance framework, basic rights and basic principles, the federal parliament and the four cantonal parliaments, the federal government, the judiciary, fiscal and budgetary matters, transitional provisions, religion and the right to a national narrative, and the principles of cantonal powers and governance.
