Legislative Power (Parliament)
There are no federal elections: the federal parliament is formed by the members of all cantonal parliaments, who sit in it automatically. It legislates on the matters reserved to the federation – foreign affairs, defence, currency, customs – and on shared matters as long as a canton has not legislated; cantonal law always prevails (Art. 27, 51–54).
